Abstract: The use of an emulsion can allow a soil to oppose the action of capillary water, but it does not follow that the soil will remain stable when immersed in water. It has been found that when the cement is used with an emulsion there is an increase in the ability of the soil to remain unaffected when external water conditions are high. In addition to imparting strength to the soil, the cement also helps the emulsion to break. Emulsion – cement-soil mixtures are characterized by a certain amount of strength obtained from the cement while maintaining the flexibility of the bitumen-bound mixture. In this research is explained the construction process, experimental results and the management system of the Dugorun-Herat project. The main feature of the soil stabilization method is using bitumen foam in a traditional mix. Controlling the quality of soil stabilization shows that this method is successful and has important advantages compared with other methods. Details of this practical project are
presented.
